Addressing the harmful use of alcohol

David Clarke has co-authored with Dr Linda Hill and Professor Sally Casswell "Addressing the harmful use of alcohol: A guide to developing effective alcohol legislation". The Guide has recently been published by the World Health Organization.

The purpose of this Guide is to assist government agencies and ministries to develop the country level legislation to implement, monitor and enforce effective alcohol policies.

The need for this Guide was identified by countries in the Western Pacific Region (WPRO) who, after developing their Regional Strategy to Reduce Alcohol-Related Harm, recognised that there was a need to provide countries with guidance on how to develop legislation to give effect to the strategy.

Subsequently, in May 2010, the World Health Assembly adopted a Global Strategy to reduce the harmful use of alcohol.  The adoption of the global strategy has highlighted the importance of this resource for all countries wishing to develop legislation to address harmful alcohol use.
