Development for policy and guidance on legislation implementation
What we did:
Allen + Clarke has assisted a range of Government agencies with the development of legislation, from the early policy development stages through to options analysis, consultation with stakeholders, and implementation of legislation.
In a recent example, the Minister of one agency required the speedy development of policy work to support a recently announced Government initiative. The agency contracted Allen + Clarke to expedite this process, and provide guidance on the steps involved. Allen + Clarke collaborated with the agency to elucidate the underlying aims and goals of the policy, and prepare the explanatory documents to form the groundwork for legislative development. Coordination with several teams within the agency ensured the work was accurate and well informed, and designed to best meet the Minister's needs.
Allen + Clarke's contributions to the policy work at its various stages ensured the outputs were timely and of a consistent high quality, balancing the need for succinctness and comprehensive consideration of the issues.
How we did it:
Allen + Clarke first provided guidance as to the stages in the process and the documentation needed to support each stage. Allen + Clarke then contributed to each stage as required by the agency. This involved project managing the creation of relevant documents as required, holding the pen on drafts and subsequent final copies, and tailoring them to meet the agency's precise needs and the Minister's objectives.
Benefit for the client:
The agency found two key benefits of using Allen + Clarke's services. As an expert in the machinery of Government, Allen + Clarke was able to provide clear guidance to assist each stage of the process, and advice on what would be required. Allen + Clarke was also able to act as external capacity for the agency, which meant a team could be dedicated to the project and ensure the timeliness of all outputs. The resulting policy documents were perfectly tailored to the agency's circumstances, and received positive feedback from senior management.
